I would say "foot" is best, but again it depends on the context.
"Bottom" is probably more precise; it is the exact "ring" that constitutes the lowest part of the mountain. The "foot" of the mountain can be a larger area or a region. For example, the area where I live is called "the Piedmont" because it is at the foot of the Blue Ridge mountains.
