Use of 'would'

Hello my friends

I have a question about the use of "would" in this sentence:
Why would November be a suitable time to visit this park?
I don't understand the use of "would" here. What is the difference between the sentence above and this following : "Why is November a suitable time to visit this park?"
Note : it is not a past situation
