I have to complete this sentences with a modal auxiliary but I don't undersand the last. Somebody can help me?

Look at these 2 women! They MUST be coming from India or Pakistan.
These men are wearing kilts: they MUST be Scottish.
You're right, they MUST be French
The neighbours did all they ........ to help.

The neighbours did all they ........ to help. = the neighbours tried to do something but they could do nothing or very little....does it help you?
